Forensic Science India Report: A Study of Forensic Science Laboratories (2013-2017)


 

The Forensic Science India Report: A Study of Forensic Science Laboratories (2013-2017) (FSIR) is the outcome of a first-of-its-kind study of FSLs, conducted in collaboration with the Ministry of Home Affairs, Government of India. The report examines the trends within India’s forensic science laboratories (FSLs) between 2013 to 2017, and the challenges facing them regarding budget and expenditure, recruitment, education and training, case management, infrastructure and quality management. It also documents the narratives of forensic scientists collected through field visits. 30 FSLs across 20 states and union territories participated in this study.

15 out of the 30 participant FSLs had DNA Profiling divisions. The report includes an audit of the scientific practices followed within these DNA Profiling divisions, to serve as a model for similar scientific audits of the forensic practices followed in other divisions. Additionally, the report also includes an analysis of the law on expert evidence in India.

The FSIR emphasises the need to regulate FSLs in India and provides a comprehensive set of recommendations on strengthening the Indian forensic science system. Shreya Rastogi (Director, Forensics, Project 39A, National Law University Delhi) is the Project Head and Lead Author of the FSIR.
